Chemicals


Customs restrictions are technical requirements that must be met by imported goods in terms of their safe and reliable use for human consumption, and that are not allowed to be imported or exported unless certain conditions are met. Developed and advanced countries are seeking to impose more secure regulations to protect their society and environment from any harm, creating a society that is safe in all aspects such as food safety, health safety, environmental safety, industrial safety and economic safety, among others. Each country has its own restrictions and regulations.

The Saudi Customs Authority has provided numbers and explanations for each customs item that clarify the restrictions and procedures for these goods, in order to facilitate and simplify the import and export process for importers and exporters  restricted goods codes

The International Labour Organization Convention No. 170 of 1990 on the Safety in the Use of Chemicals at Work defines “chemicals” as chemical elements, compounds, and mixtures, whether natural or synthetic, such as those produced in manufacturing processes. Chemicals are used in industries, as reagents in laboratories, and in the production of medicines, among other things, whether in liquid, powder, or gaseous form.

 
 
 
 

Firstly: Restrictions on Chemical Substances:

Chemical compounds are made up of a mixture of chemical substances in varying proportions, and one of their components may be a substance listed by the Ministry of Interior, even if it is in very small proportions. The presence of these proportions makes them subject to the conditions of prior clearance from the Ministry of Interior, as listed in the main lists, even if their uses are normal. Medicines prescribed by doctors for patients are exempt from these restrictions. For example, these are the substances that are subject to strict restrictions and severe penalties for violators of the import system because these compounds are included in the composition of these substances:

  • Gases
  • Laboratory reagents
  • Cleaners, even if they come with devices
  • Airbags for cars
  • Paints
  • Inks
  • Any other substances

All of these substances must have the chemical composition, number, chemical formula, or registration number known.
